UK and France Will Dispatch Forces to Ukraine should a Peace Agreement is Reached

The London and Paris have formalized a declaration of intent concerning the stationing of military forces in the nation in the event a ceasefire be made with Moscow, the British leader, Keir Starmer, has announced.

Subsequent to negotiations with Kyiv's partners in Paris, he indicated that the two nations would "establish military hubs across Ukraine and erect secure facilities for arms and military equipment" to prevent any future incursion.

The partner countries also proposed that the America would play the primary role in verifying a truce.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not commented on this latest declaration.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russia at this time occupies about 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to support Ukraine for the foreseeable future," stated the UK Prime Minister.

Top officials and top officials from the "Allied Coalition" participated in Tuesday's talks.

Speaking at a shared media briefing, Starmer noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could function on Ukrainian soil, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the years ahead."

The negotiator indicated the allies had "substantially agreed on" their work on establishing such guarantees "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

Jared Kushner, ex-President Donald Trump's special envoy, also participated in the negotiations.

At the same time, French President Emmanuel Macron declared that Ukraine's partners had made "significant headway" at the negotiations.

He said that "robust" security guarantees for Kyiv had been settled upon in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but cautioned that he would only view efforts to be "enough" if they led to the cessation of the conflict.

Earlier, he indicated a settlement was "largely prepared". Agreeing on the remaining 10% would "decide the fate of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of key disagreements for diplomats.
  • The Russian President has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, dismissing any concession over how to finish the war.
  • The Ukrainian President has to date ruled out surrendering any territory, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia follows suit.

Moscow presently controls about 75% of the Donetsk region and some 99% of the adjacent Luhansk. The areas form the industrial region of the Donbas.

The original US-led comprehensive proposal that was circulated to the media last year was perceived by Ukraine and its European allies as being heavily skewed in Moscow's favor.

This sparked a period of focused diplomacy – with all sides trying to adjust the proposal.
